Monthly National Update: June
In June, Social Climate Plan (SCP) processes progressed unevenly across countries. While some governments released drafts and initiated consultations, several failed to meaningfully involve civil society. Limited transparency and rushed timelines were recurring concerns, with NGOs raising the alarm over inadequate public participation and lack of support for vulnerable groups—particularly renters.
Despite political instability and budgetary pressures in some member states, civil society remained active. National organisations engaged in consultations, drafted position papers, held high-level meetings, and amplified demands for fair and inclusive climate policy. ETS2 revenue spending and the need for strong complementary policies remained key themes.
At the EU level, coordination efforts intensified, with tools and materials released to support advocacy on SCPs and ETS2. Looking ahead, project partners will focus on implementation criteria, SCP spending, and strengthening public involvement.
