Monthly National Update: November
November was a quiet month for official decisions, with many governments focused on budget problems and upcoming political deadlines. In some countries, rising deficits created uncertainty about how already-approved climate measures will be carried out. New laws and policy signals appeared in places, but they did not change the overall direction on ETS2 or the Social Climate Fund.
NGOs stayed active despite the slow political pace. Partners worked on the second thematic report, prepared common advocacy materials, and continued meetings with ministries and parliaments where new climate-related laws or funding decisions were discussed. Several countries signalled upcoming changes to their NECPs, including shifts toward nuclear and biomass, which required closer monitoring.
This month we shared information, coordinated articles, and aligned messages on fair funding and the need to protect vulnerable households. Even though governments were focused on budget issues and political priorities, civil society kept attention on implementing existing climate commitments and preparing joint actions for the months ahead.
