As 2025 ends, preparations for the Social Climate Fund (SCF) and the Emissions Trading System 2 (ETS2) continue to shape climate policy discussions across the region. Several countries are revising their Social Climate Plans in response to feedback from the European Commission, though specifics of these adjustments often remain undisclosed, keeping civil society organizations vigilant in monitoring progress.
Fiscal pressures are evident in multiple member states, with budget deficits rising in some cases beyond EU limits. Concerns persist about the use of permitted deficit allowances, especially when linked to political objectives rather than the intended purposes such as defense spending. Meanwhile, issues around land governance, including the concentration of agricultural land among politically connected actors, continue to challenge fair access to EU funding and sustainable land use.
Environmental NGOs remain active in advocating for transparency, accountability, and effective implementation of climate policies. Their work includes producing policy analyses, engaging in strategic planning, and fostering dialogue with European institutions and diplomatic missions. These efforts aim to ensure that the SCF and ETS2 contribute to equitable climate action that supports both environmental sustainability and social justice.
Looking forward, the focus will be on tracking national adjustments to climate plans, assessing new financial frameworks, and strengthening regional cooperation among civil society actors to influence policy developments during this pivotal year.
